Samvad Sahayak, Garhwa: In the Janani Shishu Suraksha program in Sadar Hospital between the years 2012-13 to 2014-15, the investigation of the case of irregularities in the purchase of medicines has started. In this, the then Deputy Superintendent of Sadar Hospital, Dr. Pushpa Sehgal is accused of misappropriating Rs 55-60 lakh in buying medicines. The investigation has started on the orders of Lokayukta. On Thursday, the state-level investigation team reached the Sadar Hospital and scrutinized the documents related to the drug purchase case. When asked in this regard, the chairman of the investigation team cum State Leprosy Prevention Officer Dr. Krishna Kumar said that the investigation of the matter is going on now.


Documents related to drug purchase are being reviewed. He said that the then Deputy Superintendent of Sadar Hospital, Dr. Pushpa Sehgal is accused of irregularities in purchasing the medicine. On the orders of Lokayukta, the Health Department has constituted an investigation team and is getting the matter investigated. He told that he will also interrogate Dr. Pushpa Sehgal in this matter. Along with this, the present Deputy Superintendent of Sadar Hospital will also take information from Dr. Sandhya Topno. Whatever facts will come out in the investigation, it will be handed over to the Health Department. The then Deputy Superintendent of Sadar Hospital, Dr. Pushpa Sehgal is accused of irregularities in the purchase of medicines in the years 2012-13, 2013-14 and 2014-15 under Janani Shishu Suraksha programme. It is being told that Rs 55-60 lakh has been misappropriated in this case. According to the rules, there is a provision to buy medicine up to Rs 1.5 lakh on one quotation. But the then Deputy Superintendent Dr Pushpa Sehgal had purchased medicines worth more than one and a half lakh rupees on a quotation. How the matter came to light:


Advocate Peter Mij of Civil Court Garhwa had received information related to purchase of medicine from year 2012-13 to 2014-15 under Janani Shishu Swasthya program in Sadar Hospital under Right to Information Act. In which contrary to the rule, a case of buying medicine worth more than 1.5 lakh rupees on a quotation came to light. Then advocate Peter Midge took the matter to the Lokayukta's court in the year 2020. After hearing on which the Lokayukta was directed to submit a report to the state health department after conducting an inquiry.


Then the Health Department got the investigation done by RDDH Palamu. In which the allegation of any irregularity in the purchase of medicines was said to be baseless. But the said investigation report of RDDH Palamu, advocate Peter Miz again filed a case before the Lokayukta and demanded a high-level inquiry. On which the court of Lokayukta has ordered the health department to conduct a re-examination. In the light of the above order, a four-member investigation team was constituted by D-RCH, office letter number 1946 under the chairmanship of the State Leprosy Prevention Officer, by the Director Head, Health Services, Jharkhand Health Mission Committee, Ranchi. In which the treasury in-charge / consultant, state program manager and consultant maternal health have been entrusted with the responsibility of investigation by including them as members.
